Colourpop No Filter vs. Tarte Shape Tape Concealer | Is It A Dupe?

As a huge fan of the Tarte Shape Tape Concealer, I was interested in trying the Colourpop No Filter Concealer, which some have said is a dupe for Tarte's most popular concealer. So, do I think it's a dupe?
